This is the ip address range of layeredtech a company that provides dedicated servers and co-location. This is not a dynamic range or a range that is going to change frequently (except as people purchase/release servers). It's currently not listed in the multi-rbl lookup on the block page. 72.232.88.42/248 is my particular ip range and it is not running and never has run an open proxy of any variety since I've been using it.
